After Scott’s arrest he spent nearly two years living with us. I am a professor Emeritus from Sacramento State University and have been retired since 2009. I am also an Attorney at Law. My wife is a retired special education teacher (retired since 2005). We have a comfortable retirement and can and will provide support to our son during the time it takes for him to become self-supporting. Scott is very talented and has valued skills, and he has numerous employment opportunities ready upon release.

The housing area is a mixture of families and working-class individuals. It is one of the safest areas in the city. There is a community health club named “XXXXXX,” that is located less than 1 mile away,

“Living in Fair Oaks Fair Oaks is a medium-sized town located in the state of California. With a population of 32,514 people and seven constituent neighborhoods, Fair Oaks is the 241st largest community in California.

Housing costs in Fair Oaks are among some of the highest in the nation, although real estate prices here don’t compare to real estate prices in the most expensive communities in California.

Fair Oaks is a decidedly white-collar town, with 89.70% of the workforce employed in white-collar jobs, well above the national average. Overall, Fair Oaks is a town of professionals, managers, and sales and office workers. There are especially a lot of people living in Fair Oaks who work in management occupations (17.76%), office and administrative support (11.48%), and sales jobs (11.20%).

Also of interest is that Fair Oaks has more people living here who work in computers and math than 95% of the places in the US.

One interesting thing about the economy is that relatively large numbers of people worked from their home: 12.87% of the workforce. While this number may seem small overall, as a fraction of the total workforce this is high compared to the rest of the county. These workers are often telecommuters who work in knowledge-based, white-collar professions. For example, Silicon Valley has large numbers of people who telecommute. Other at-home workers may be self-employed people who operate small businesses outside of their homes.

The citizens of Fair Oaks are among the most well-educated in the nation: 47.13% of adults in Fair Oaks have a bachelor’s degree or even advanced degree, whereas the average US city has 21.84% holding at least a bachelor’s degree.

The per capita income in Fair Oaks in 2018 was $49,654, which is upper middle income relative to California, and wealthy relative to the rest of the US. This equates to an annual income of $198,616 for a family of four. However, Fair Oaks contains both very wealthy and poor people as well.

Fair Oaks is a very ethnically diverse town. The people who call Fair Oaks home describe themselves as belonging to a variety of racial and ethnic groups. The greatest number of Fair Oaks residents report their race to be White, followed by Asian. Fair Oaks also has a sizeable Hispanic population (people of Hispanic origin can be of any race). People of Hispanic or Latino origin account for 13.65% of the town’s residents. Important ancestries of people in Fair Oaks include African, German, English, Irish, European, and Italian.

The most common language spoken in Fair Oaks is English. Other important languages spoken here include Spanish and Slavic languages.”

  • How will you meet household expenses?

Initially until I can secure long term employment my parents will be able to handle living expenses (see letter from father, XXXXXX). Numerous avenues of employment will be available. I was contacted in prison (this potential employer came to visit me to offer employment…See attached formal offer). Since I have renewed my interest in potentially going to law school I will be working as a paralegal @ Wing & Parisi (see letter of future employment). Other areas of possible employment are Fly By Ads, AG OUTDOOR, or other outdoor advertising related companies where I have over 25 years of experience working or consulting.

  • How will living in the house contribute to your successful reentry?

There is no place like home. Both my parents are retired and fully committed to helping me achieve a productive return from prison. They are supportive financially, emotionally, and spiritually. My mother and father both donate time to charitable causes and will encourage me to do the same. Keeping busy and productive will be essential to my success. Their support will be essential. I also have friends, family and neighbors that are local and will no doubt encourage and support my efforts to resume productive life outside of prison.

  • How can unit team and RRM have assurance that you’re welcome to live there?

The support of family, friends, and neighbors is unwavering. The environment is safe, friendly, & supportive. Not only will there be encouragement, but they will also take an active role in ensuring my success. I was under the supervision of pretrial release offices for almost two years, and they visited my parents’ home. They seemed very pleased with my living arrangements. The Senior United States Probation officer XXXXX XXXXXX assigned to monitor Scott’s release on probation has also visited the home. See letter from Neighbor (Appendix B), letter from Donald Carper (father) (Appendix C), Information about Tanisha Sanford US Senior Probation Officer is provided later in the document.

Medical/Mental Health/Dental:

  • What plan do you have in place to cover medical needs?

I came home with an untreated stomach injury (most likely a hernia) and a gum/tooth abscess (These issues were not addressed at Leavenworth as health care in prison is next to non-existent. After almost a month of requesting health care the Fresno Halfway house sent me to a Dr one day before I was scheduled to go home so no further tests could be taken…See letter from Dr who stressed seeing someone urgently. I have already enrolled in a plan under California Care, which will become effective 11/1/2023. My primary care physician is local, as well as my Physical Therapist. We have navigated personal insurance for several years as I was the owner of my own company. Resuming the same medical insurance is an absolute priority and it has been addressed.

Substance Abuse Counseling / Treatment:

  • If you participated in RDAP, describe how you anticipate participation with the aftercare component.

Once out of prison I will resume seeing my addiction specialist Dr. XXXXXX. I have history with that office spanning over a decade. I have safely tapered off several medications and I will most likely resume taking small quantities of XXXXX

In addition, for pain management I will resume treatment at elite spinal care and management (a local physical therapy center). They will address my back and pelvic chronic issues. My parents will support any additional costs not covered by insurance until I am self-sufficient. When I have dramatic episodes being prescribed stronger pain relief will be necessary… however ALL my doctors are aware of my situation and can carefully monitor the situation.

I am unmarried and have no children.

o How have your family responded to the sentence?

It been an intense & difficult challenge for me to go to prison. I am very close to my parents and not being able to see them has been a life-changing experience.

My parents have supported me throughout the entire experience. Both of my parents are retired, and this has taken a tremendous toll on them financially and emotionally. With an amazing support group (family, friends & God) we have managed to prepare for life outside of prison and my plans to become an important part of society (see letters)

Strong business development professional with a Bachelor of Arts (BA) focused in Law & Society / Communications (Double Major) from UCSB. Certificate in Real Estate Law (UCLA). My greatest strength comes lies in finding creative solutions in just about everything.

Training for paralegal work and receiving a certificate occurred in prison.

I have been offered multiple positions for full time (and part time) for both work and community service. This will not be an issue.

Advertising, negotiation, real estate & sales experience. My skill sets are very rare and despite my felony conviction I am still considered one of the top minds in my field.

I have minimal debt (less than a few thousand). My parents are willing to help with essential costs until I am up and running. However once working my income will most likely exceed 6 figures.

Course participation during imprisonment:

RDAP. Residential drug alcohol program. An 8-month intensive course where you live in a community where all are learning to deal with addiction and drug problems. Daily classes. I will have spent 11 months on the unit upon completion as a began the program two months early. I am taking a hard look at what addiction has done to my life and the impact I have had on others.

I graduated RDAP and was unanimously selected as our commencement speaker.

I was chair of the core committee (which is the highest position attainable in RDAP). I was also chair of the tutoring committee, and the re-entry committee.

Multiple Classes were taken @ The LPC. I received the highest grade in each class.

*Leadership class – We review the book “7 habits of highly successful leaders.” by Steven Cohen

The class is an in-depth look at the different qualities that make up the very best leaders. Participation is a major part of the class. Discovering what you want to do with your life after you leave camp and what steps you can take to make that happen. Leading a proactive life rather than reactive life.

*HEART Class – Involves learning to work in different industries. Hospitality, Retail, Entertainment, Teaching. Classes met daily for 3 months. Certification after completion is provided.

*Work in the KITCHEN – I was a line server. Served over 300 inmates. I cleaned and prepared food for breakfast and lunch.

Working in the Dog Education Program – I help organize the dog unit participants and assist in running logistics for the programs. I worked with the various participants and guards/DTS. Enabled me to work with exceptional dogs and their trainers. It is allowed me to develop people skills and enhanced organizational capabilities.

Reentry Accountability Plan:

Counseling sessions for over 6 months before incarceration.

RE-entry is specifically addressed in RDAP. 9-month course specifically deals with this issue of successful reintegration. I also am part of prison professors and while collar advice where I have a built-in support group/access group to help on 24 hours’ notice with any potential problems regarding returning to the community.
