Cosmos allows for the independent/isolated blockchains to communicate with each other, bringing them together on one platform, like the internet.
The Cosmos applications would allow various vendors/agencies of the justice system to interact with the various impacted people/other agencies/advocates to show achievements of the current and former inmates.
Having decentralized applications and ID’s definitely protects the privacy and reintegration efforts of individuals.
