I am wondering how us inmates in USP’s are supposed to reap the benefits of the first step when we are always on lockdowns and can seldomly get in or finish programs to get our recidivism down to low to be able to apply our credits we;ve gotten. they aren’t even applying the halfway house credits we’ve earned thru the FSA. It’s frustrating and I don’t understand.
